When is a loss of 559 students a gain? When you expected to lose 41 more.
Though enrollment in the Saginaw School District has dipped below 10,000 students for the first time in more than a half-century, Superintendent Gerald D. Dawkins is smiling. He had projected a 600-student loss. His Board of Education bosses congratulated him and praised employees Wednesday.

Many districts mount efforts that temporarily recapture students, but “what would entice people to stay is significant improvement in the education of children,” Shakrani said.
Dawkins and his staff aren’t done recruiting. Home school aides and truancy officers are calling families and knocking on door to bring in more students.
