Paris News (registration required), Paris, Texas, 11 April 2007, Council OKs curfew compromise
“Our issue is with the daytime curfew only,” said Hamilton, father of home-schooled children. “For all practical purposes, home school students are under house arrest during curfew hours because they are at risk of being cited.”…
Among the circumstances that would exempt a child from the curfew ordinance:
The child has graduated from high school or has received a high school equivalency certificate, or has permission from an authorized school official to be absent from school. In the case of a child being educated in a home school, a parent shall be deemed a school official.
The child is attending or traveling directly to or from an activity involving the exercise of First Amendment right of free speech, freedom of assembly or free exercise of religion.
The child is attending or returning directly home from an activity sponsored by an educational, religious or other nonprofit organization within one hour of the termination of the activity.
The child is on an emergency errand and has a written statement signed by the parent, guardian, custodian or other responsible person, which states the errand is directly related to the health or safety of a parent, guardian, custodian or other responsible person.
The child is legally employed and on the work premises, or is returning home from an occupation that requires him to remain out during the curfew hours.
