It seems that it is quite acceptable for a certain percentage of traditionally schooled children to 'fall through the cracks', but homeschooled children who are not performing to the state's arbitrary standards are to be immediately brought into the system where they can then fall through a state approved crack. We can't be havin' any cracks that are not created and maintained by the system, ya' hear? Love your point system.
