Puerto Rico falls under the jurisdiction of the US Constitution.
The right to home school is a constitutionally protected right which is guaranteed to parents under the 14th Amendment. (Liberty Clause). If you are home schooling with a truly religious conviction, then you are also protected under the 1st Amendment. (Free Exercise Clause).
Although not specifically stated, homeschoolers are considered NON-GOVERNMENTAL SCHOOLS as defined in the Puerto Rico Constitution, Article 2, section 5. No notification of or permission request to home school to the Department of Education or any other official entity is necessary.

Por lo tanto, derecho a educar a los hijos en el hogar es un derecho protegido por la Decimocuarta Enmienda (Derecho de Libertad). Si la educaci-n en el hogar est‡ arraigada en principios religiosos y/o morales, tambiŽn se extiende la garant’a constitucional de la Primera Enmienda (Libertad de Culto).
El derecho a la educaci-n en el hogar est‡ protegido en Puerto Rico por el art’culo II, Secci-n 5 de nuestra constituci-n. EntiŽndase que, por lo tanto, aunque no se refiere especificamente, cada hogar-escuela es una escuela no-gubernamental. La educaci-n en el hogar no requiere notificaci-n al, ni permiso del Departamento de Educaci-n, ni de ninguna otra entidad gubernamental.
